Authorised by the condominium-owners, Nexity has awarded France’s first Energy Performance Contract (CPE) for a condominium block to a consortium led by Bati-rénov (a subsidiary of Brézillon, part of Bouygues Bâtiment Ile-de-France). The contract, which is in line with the targets of France’s “Grenelle” Environment Round-Table Conference, concerns a 60-apartment complex in Neuilly-sur-Marne, a town to the east of Paris.
 
The consortium combines the skills of Bouygues Bâtiment Ile-de-France, including Elan, which will be responsible for energy engineering and design in conjunction with architect Jérôme Leroy, Bati-rénov for the energy renovation works, and Cogemex[1], which will be tasked with maintaining energy appliances for a period of six years.
 
This is the first time that a condominium block has undertaken an Energy Performance Contract in compliance with objectives defined at France’s Grenelle Round-Table Conference on the environment. The renovation proposed to condominium-owners by Nexity, the property management agent, will enable them to economise up to 40% of energy consumption compared to their current needs. The works, scheduled to take eight months, will principally consist of the thermal insulation of the building (installation of double glazing, re-roofing, insulating facades and attics, etc.) and the upgrading of the heating system. The building will be compliant with France’s BBC-Rénovation standard (Low-Consumption Building, Renovation). All these measures will give the condominium-owners better control over their expenditure and allow them to make energy savings.
In addition, the renovation works and compliance with environmental standards will increase the value of their apartments should they wish to sell them.
 
This innovative project has received support from the ADEME (the French Environment and Energy Management Agency) and the Ile-de-France Region. In addition, in the framework of a partnership with Crédit Foncier, those owners who are eligible can benefit from a 0% interest eco-loan for the portion of works for which they are liable. The energy savings will compensate their investment[2].
 
Law firm Lefèvre Pelletier & associés contributed to the drafting of the contract, especially with regard to the energy performance guarantee. Since this Neuilly-sur-Marne condominium complex is representative of the majority of condominium complexes in the Greater Paris region, the conditions of this contract could become a benchmark for the entire market.

Bouygues Construction is strongly committed to improving the energy efficiency of both new and renovated buildings. In December 2010, the Group signed the first Energy Performance Contract in the French housing sector for a social housing complex in Vitry-sur-Seine.
Meanwhile, the Group has begun the renovation of its headquarters, Challenger. One of its objectives is to divide energy consumption by ten.
